NEIGHBORHOOD SECURITY COMMITTEE CHARTER
ELDORADO COMMUNITY IMPROVEMENT ASSOCIATION (ECIA)SCOPE

The title of this document is “Neighborhood Security Committee Charter”. Hereinafter, the Neighborhood Security Committee shall be referred to as “the Committee”; the Neighborhood Security Committee Charter as “the Charter”; the Eldorado Community Improvement Association Board as “the Board”; and the ECIA General Manager as “the Manager”. This Charter covers all aspects of the operation of the Committee.

ISSUE AND DATE

This is the first issue of the Charter for this committee under its new name and mission. It supersedes all charters approved by the Board relating to the previously existing Security Committee.

PURPOSE AND USE OF THIS DOCUMENT

This Charter shall define all aspects of the Committee operations including its purpose, functions and meeting requirements.

MEMBERSHIP

Committee members shall be members in good standing as defined in the By-laws of the ECIA and shall serve at the pleasure of the Board.

MISSION OF THE COMMITTEE

The mission of the committee shall be to work with the Manager in accordance with policies laid down by the Board to improve the security of the people, homes, roads and common areas of the area of the ECIA.

FUNCTIONS:

1. Neighborhood Watch
The Committee shall develop, maintain and support an effective Neighborhood Watch program throughout the Eldorado Community. The Committee shall appoint one of its members as the ECIA Neighborhood Watch Director. The Committee, with the assistance of the Board and the Manager, shall recruit residents of the Eldorado Community as members of the Neighborhood Watch organization. It shall further assign Area Coordinators and local Neighborhood Captains.

2. Reports to the Board
The Committee, under the leadership of its Chairperson, shall submit a monthly report to the Board. This report shall cover the following issues/items:

a. The status of the Neighborhood Watch Organization in include membership, activities and coverage in the area of the ECIA.

b. Problems, with suggested solutions, concerning the ECIA Neighborhood Watch

c. Security problems and issues within the Eldorado Community, including but not limited to the following:

(1) Traffic Safety
(2) Home Security
(3) Activities of the Contract Security Patrol
(4) Animal Control
(5) Special problems (drag racing, ATV activity, unlawful assemblies etc.)

3. Articles for the ECIA publication, “The Vistas.”
The Committee shall develop a system for producing regular articles on security information for residents for publication in the Vistas.

4. Functions of the Committee as the “Eyes and Ears” of the Eldorado Community with respect to security.

The Committee shall function in its operation, deliberations and reports as the “eyes and ears of the Eldorado Community on the vital subject of security. It shall aggregate, discuss and report to the Board information regarding security:

Education: This function consists of alerting community residents on issues, problems and recommendations regarding security by means of reports to the Board and articles in “The Vistas”.

Enforcement: For the ECIA, this function consists of reporting to the Board its recommendations regarding law enforcement and problems and issues related thereto regarding services provided by established County and State agencies with the assistance of the Contract Security service.

Engineering: This function consists in maintaining a constant survey of security engineering issues within the ECIA, to wit; road signs, speed and other warning and direction signs painted on the surface of roads, flashing warning signs, speed bumps etc.

COMMITTEE BUDGET:

The Committee shall prepare an annual Neighborhood Security Committee Budget for submission to the Board.

COMMITTEE MEMBERSHIP

The Committee shall be composed of residents in good standing of the ECIA. The Board shall appoint a non-voting liaison member of the board from its membership.

MEETINGS OF THE COMMITTEE

The Committee shall meet monthly in the Eldorado Community Center. Its meetings, as with all ECIA meetings are open to all ECIA members.

CHARTER REVISION

This Charter shall be revised when deemed necessary by vote of the Committee and by approval of the Board Approved by the Board of the ECIA: Date:__________________
